The Shoreham Port Masterplan sets out the proposals for the future development of the port over the next 15 years and beyond.

Shoreham Port Authority commissioned Hyder Consulting in October 2009 to work with managers on preparing the masterplan. It is important to:
- Secure and promote the current success of the port’s operations and to identify and plan for future trade growth opportunities
- Continue to work with partners, as a key employer and land owner, in helping to meet local regeneration objectives, including the custodianship of public amenity areas within the port, such as access to the Public Beach
- Satisfy The Department for Transport guidelines for the preparation of port masterplans as appropriate to Shoreham Port
One of the objectives of the Masterplan is to make best use of the land at the Port and to give greater certainty to tenants, port operators and other stakeholders about the future.
The Department of Transport recommend in its Interim Report on the Ports Policy Review (July 2007) that masterplans should be prepared for ports in England and Wales, that are handling at least 1 million tonnes per annum. The Department of Transport also produced Port Masterplan Guidance (Dec 2008) which identified that the main purpose of the plans were to:
- Clarify the Port´s own strategic planning for the medium and long term;
- Assist regional and local planning bodies, and transport network providers, in preparing and revising their own development strategies; and
- Inform port users, employees and local communities as to how they can expect to see the Port develop over the coming years.
The Department of Transport Guidance provides a checklist of the contents that a Port Masterplan should cover.
However the guidance does state that ‘in practice the nature and emphasis of the contents should be tailored to local circumstances and priorities...’. The Guidance document stresses the importance of consultations with key stakeholders, interested parties and the wider public.
A Consultation Strategy was prepared at the outset of the work. It identified a number of phases of consultation – initial consultations to elicit information and opinions on issues, a second round to discuss the analysis work and emerging proposals, the presentation of draft proposals to key stakeholders and public consultation in July/August 2010.
The port masterplan forms one of the three legs to SPA’s forward strategy. These are the structural review, already completed, and the business strategy which is being prepared at the moment.
